How Dallas is Fighting Flooding with a Five-Mile Underground Tunnel

Anyone who’s spent time in Dallas knows how quickly the weather can turn. A clear sky can give way to a sudden downpour, and when heavy rain sweeps across North Texas, the volume of water can be immense. That’s why, beneath the city, a massive infrastructure project is underway to prevent communities from being inundated. 

 

Deep underground, the Mill Creek Drainage Relief Tunnel is taking shape. Five miles long and nearly four stories tall, it’s a hidden giant built to hold 160 million gallons of stormwater — more than 240 Olympic-sized swimming pools worth — and guide it safely into the Trinity River.

The tunnel is expected to ease flooding across thousands of homes, businesses and streets that have been historically affected by major storms. Built with Amrize’s OneCem, a cement carrying the Made in America label, the project uses a high-performance material engineered to meet rigorous strength and durability standards required for large-scale infrastructure.

Once complete, the Mill Creek Tunnel will provide 100-year flood protection while supporting Dallas’s continued growth, from parks and urban development to resilient infrastructure. Carefully designed and precisely engineered, it represents a thoughtful approach to managing the region’s heavy rainfall,  combining planning, performance and protection for generations to come.
